Yes people should eat with clean hands.

I think you can if you wash them but i wouldn't in a fancy restaurant

I think I might try eating with my hands in China this fall because I'm no good at using chopsticks. However, it might be a bad thing to do in public places and I wouldn't want to offend anyone. Peace

If you wash them and are not eating something liquidy, like soup, then why not?
