I don't think you can substitute Hershey's syrup with Hershey's cocoa. The cocoa is very bitter and you would have to sweeten it up first. Also syrups are used as a dressing and cocoa would be very distasteful as a dressing, even if you sweeten it. So I suggest you get Hershey's syrup as it is the best option if you are looking for quality.
