Well in my last class one of my classmate did a statical research on this subject and he came up with this solution: when a person buys one pack of 10 hotdogs it is not really cost effective to buy just one package of buns and when the company that makes these buns tried to put 10 buns in one package it was not really cost effective to ship them that way so they decided to package the buns in 8 so that way the consumer will have to buy 2 packages instead and it really boils down to the money.
It's just a standing joke in the bread company. They want to see how many people will take studies, and ask this very question. How many people has it driven mad? LMAO

Mainly a packaging situation. Meat producers want pound packages and it's easy to make wieners at 1/8 of a pound each. Traditional bakers deal with dozens and variations thereof. Such as 3X4 or 4X3 pans so a 10 pan would be odd in their traditional ovens. There are 10 pack buns made as well as 12's and 6's also hot dogs come in various numbers depending on how big they are
For hot dogs they come in packages of 10 because 10 regular size hot dogs = 1 lb. For packages of buns : I believe its either two reasons: 1) bakers like multiples of 3 and 4 because its easy and convenient. And 2) because a package of 10 hotdogs buns would be irregular and difficult to ship with some of the buns either smashed or broken.
Because someone always has one or two without the bun!
