Each of the 15 counties in Arizona have their own food handlers rules. The strictest rules are in Maricopa County and Pima County (the two largest counties). You can contact Maricopa County Environmental Services at www.maricopa.gov/envsvc/ and get a copy of the booklet they provide food service handlers in order to pass their test to get a food handlers card.
Sorry, I didn't see your whole question. A Servsafe certification is required by every food handling operation in Maricopa County, but only one person needs to have one in any location. It should take the place of a food handlers card; however, they are forever changing the rules so you'll have to check with the County Health Department in whatever County you're going to in Arizona.
