It depends on what type of flan you want to make. Here is a simple recipe for a dessert flan: You need one and a half cups of sugar, 6 large eggs, 1 14oz can of sweetened condensed milk, 2 13 oz cans evaporated milk, 1 teaspoon vanilla.

Preheat your oven to 350 degrees. Make sure you have six small ramekins (dishes) to place your flans in. Place one cup of sugar into a warm pan over medium heat. Stir until it becomes caramel. Pour 2-3 tablespoons of the caramel into each dish and tilt them to allow the caramel to run along the sides. Whisk the eggs together. mix in both milks, the half cup of sugar and the vanilla, blending smooth as each one is added. Pour the custard into the dishes. Place dishes into a ceramic baking dish and fill with 1-2 inches of hot water. Bake for 45 minutes. Remove, cool, and place in fridge for an hour. invert onto a small plate.

This recipe doesn't contain a base but If you wish to make a flan with a base and are pushed for time, then it is probably better to buy a ready made flan base or some flan mix.
