I've never made them before but I had a thought that seems would be successful. Use a jumbo muffin tin for the Mickey Mouse head, then use a mini muffin tin for the ears. After the cupcakes are cooked you can attach the ears to the head with frosting, and then frost over the cupcakes to make Mickey Mouse. Hope this helps!
