The safest way to ship cooked meat would be to pack it in a styrofoam cooler type container with a lid and put frozen ice packs (like you buy at a retail store) in with it. Then you would need to ship it via overnight air delivery or at least via 2 day air delivery. 2 day air would probably be fine if you live in a very cold (freezing) climate and are shipping to a very cold climate. The ice packs would need to remain frozen during shipping.
