Flour,water or milk or cream heated to make a sauce and crushed peppercorns until it tastes strong enough. Cream will be smooth,water a bit plain.
There are several different recipies for peppercorn sauce, I know when I was in Quebec, loved the sauce they made, but when visiting a restaurant in Toronto, was so disapointed with their peppercorn sauce, just made me choke. You can always go to Bing.com and key in peppercorn sauce recipies and I am sure you will find many options there.
