You should be able to feed 14 people with a 7 pound brisket, that would be 1/2 pound per person.
How Many People Will A 7lb Brisket Feed?
There'll be some shrinkage with the necessary slow cooking, I would not expect to feed more than 10 people from a 7lb brisket. We usually feed 4 from a 3lb brisket.
