Well this depends largely on the form the beef takes.e.g. Whole meat, or ground (minced) meat.
A McDonald's "Quarter Pounder" is advertised as having one quarter of a pound (4 ounces) of ground beef, therefore by extension there would be four (4) servings in 1lb of ground beef.

Where the meat comes from on the animal is important too. Less expensive cuts of meat usually have a higher fat content. The higher the fat content the quicker the human brain says "I'm full".
So 1lb of best quality beef fillet might serve three (3) people; and the same quantity of cheap cuts might serve less people.

Remember too that meat shrinks during cooking. Shrinkage is based on water content. Meat with a higher water content will shrink more. If the meat shrinks it will serve less people.

My cooking measurements are metric. If I am cooking beef for four people I would use a minimum of 750g of whole meat (e.g. Rump or brisket); I'd be more likely to use 1000g (1Kg) so that I had leftovers for another meal, or the unexpected guest. 1Kg = 2.2lbs
