The water must maintain a high rapid boil. Depending on the size of the bell pepper small-med. 20sec. large 20-30 sec X-large 40 sec. The object is to keep the water at a high rapid boil. Plunge the bell peppers into an ice bath. Be careful not to add too many bell peppers to the pot, as it will bring down the water temperature, and you don't want that.
