Any food that can harbor bacteria is to be considered harmful after being left in the temperature danger zone (40-140 F and 4-60 C) for 4 hours.
Raw steak? If you are defrosting them it should be fine until they are fully defrosted. But I do know that you should not leave poultry out for long, especially if your leaving your steak out and its turning like a brownish color... Good luck and enjoy that steak .. Mmm mmm.. Yummy!!
Depends on room temp and how long it has been sitting, smell meat and then feel it, if it has not slimy feel or rank smell, meat is fine just cook through
