For 2 pounds of steak,set oven at 180 c , braise in liquid of your choice for 3 hours or longer,the longer you leave it the more tender the meat will be,here's how I do it,
4 tbs flour,pinch of salt,pinch of pepper ,put this mix in a plastic bag,cut steak to required size,place in bag,toss mix about to evenly coat the meat,fry meat to brown on all sides,fry an onion with the meat too if you like but its not necessary,put browned meat in oven proof dish with veg and whatever sauce you want to use,stick it in the oven(preheated) at 180c for three or four hours,hope this helps
