To make a dipper cake what you need are lots of dippers. In order to make the upper portion of the cake first, roll up a diaper, starting from the open top end. Use a rubber band around it to prevent it form opening. Add five or six diapers to the band in order to complete the first tier. For the center tier, repeat the above mentioned process again by rolling and fifteen diapers. Mark a round base of cardboard with respect to the size of the cake. Put the largest layer on it, and then replace few diapers with gifts like toys, candies etc. Protect it by placing wooden bars around each layer. In order to hide the rubber band use ribbons.
